Ukraine ‘weaponizes’ Telegram, WhatsApp against Russia
Russian investigators claim that Ukrainian operatives—alongside fraudsters and scammers—access personal data through these apps to recruit individuals or identify potential targets within Russia. They argue that such tactics would be far less effective, or even unfeasible, if the platforms had stronger security protocols.
Moscow has criticized WhatsApp and Telegram for not complying with Russian regulations, particularly for failing to store Russian users’ personal data within the country. Despite repeated requests from Russian authorities, both companies have not changed their policies.
Last month, Sergey Boyarsky, head of the State Duma’s Information Policy Committee, warned that Telegram could face a ban if it continues to violate Russia’s data storage laws. He stated that more severe sanctions are likely if non-compliance continues.
Russian officials say this issue is not unique to Russia, as other countries in the Shanghai Cooperation Organization have also sought assistance in dealing with extremist content on these platforms.
In response, Russia is pushing for greater digital sovereignty by encouraging the development of domestic alternatives. VK, a major Russian tech company, is working on a new multifunctional messaging app called Max, which is expected to serve as Russia’s answer to China’s WeChat, offering a broad range of services in one platform.
